Huai’an-Yili: Joint Effort in Poverty Alleviation over 10 Thousand Miles
Yili Kazakh Autonomous Prefecture is located in northwestern Xinjiang, covering an area of nearly 270,000 square kilometers with a population of less than 3 million. Sparsely populated at a relatively backward economic development level, Yiliis a deeply impoverished area fighting against poverty.Avary Holdings (Huai’an Industrial Park) Co., Ltd, located in Huaian Economic and Technological Development Zone,is a professional company mainly engaged in the design, R&D, manufacturing, and sales of various printed circuit boards (PCB). We focuson providing industry-leading customers with a full range of PCBproducts and services. Though Yili and Huai’an are more than 4,200 kilometers apart, they are closely linked by poverty alleviation.
In response to the national poverty alleviation policy, and targeting at the surplus labor force in the Yili region, Avary contacted Yili Kazakh Autonomous Prefecture to initiate assistance activities to transferthe surplus Xinjiang labor force to other inland provinces.
In 2019, Avary Holdings (Huai’an Industrial Park) received and resettled 389 Xinjiang employees, including 357 minority ethnic employees, accounting for 91.77% of the cohort and covering minoritiesKazakh, Kirgiz, Hui, Mongolian, Dongxiang, Xibe, and so on. Up to now, the retention rate of Xinjiang employees is 24.62%.
When Xinjiang employees, especially those who are minority ethnic groups, have been working and living in Huai’an, the Huai’an Municipal and Development Zone Bureaus of Ethnic and Religious Affairs, the Development Zone Human Resources and Social Security Bureau and we Avary Holdings (Huai’an Industrial Park),have devoted much effort to help them, such as providing helpers, materials and funding. To ensure that Xinjiang employees, especially the minority ethnic employees, feel comfortable staying and working in Huai’an and promoting ethnic consolidation and integration, we drafted, implemented, adjusted, and improved a relatively complete management plan during practice, which guaranteed that Xinjiang minority ethnic employees can make Huai’an their new home.
Employment and poverty alleviation areessential part of Xinjiang’s arduous effort in poverty alleviation. Yili Kazakh Autonomous Prefecture has abundant surplus rural labor resources, and the local government attaches great importance to the transfer of Xinjiang employees to the inland provinces. In terms of absorbing Xinjiang employeesand contributing to “ethnic consolidation and progress”, Avary Holdings (Huai’an Industrial Park) focused on and assisted in poverty alleviation in every way to bring the work to a good result.
In terms of accommodation, food, etc., Avary Holdings (Huai’an Industrial Park) invited Xinjiang employees to live on the same floor of a building for their conveniences of contact. According to the differences in ethnicity, religious beliefs, and eating habits, Avery set up a separate halal window in the canteen to meet the Xinjiang employees’ dining needs. Meanwhile, the Xinjiang flavor restaurants have also been introduced to the dormitory area, making it easier for the employees to enjoy their hometown food, thus reducing their homesickness. These efforts have won the recognition of all newly recruited minority ethnic employees.
In terms of accommodation, food, etc., Avary Holdings (Huai’an Industrial Besides that, the company also arranged special vehicles to lead new Xinjiang employees to visit Zhou Enlai Memorial Hall and Zhou Enlai’s former residence to feel patriotism. During the Mid-Autumn Festival, Rouzi Festival (Eid al-Fitr), Gurbang Festival (EidAdha), and other important ethnic festivals, Avery invited Xinjiang employees to tea and dance parties for joy. Avery’s supervisors and employees from other provinces participated together to talk about friendship and love in other activities. A “Hope Cup” basketball game was also held by our company’s labor union. The “Tianshan Team”, composed of Xinjiang employees, felt free to compete. This game had strengthened their friendship with employees from other provinces and demonstrated good sports manners. Avary encouraged employees toparticipate in the company’s cultural activities, showing the unique temperament of minority ethnic groups who can sing and dance and offer their personal style on Avary’s stage with employees from inland provinces. They have won unanimous praise from supervisors and employees at all levels.
In daily management, Avary Holdings (Huai’an Industrial Park) invitesleadingtalent from Xinjiang local governmentsas the backbone andboost investment in company management and service guarantees. So far, no safety production or personal safety accidents have occurred.
